  1. External access gives access permission to an entire domain.
    Guest access gives access permission to an individual.

  2. As I check again, I think this answer is not correct. Prevent guests from using cameras during Teams meetings: In Teams Admin Center => Org-wide settings => Guest access => Meeting => Allow IP video.
