Stric mode can be used on outside router interface and loose mode (if) on the inside, so the answer is wrong. urpf is not advised to use at all in the inside, but if it is a must can at least be used in loose mode (dynamic routing protocols, etc maybe even assymetric routing), so using urpf inside in strict mode is ussually a no no because of the rule that ip must be reacheable by the same interface that was received.
