The subnet mask of the first question does not matter. The “do not permit” subnet mask of 255.255.0.0 is just saying anything in this range. Regardless of any incoming or outgoing IP packet subnet, it is still contained in that range. Otherwise it would be a security vulnerability because an attacker could just make any miscellaneous subnet mask and bypass this filter.
