You create an action rule that has the following settings:
Scope: VM1
Filter criteria: Resource Type = "Virtual Machines"
Define on this scope: Suppression
Suppression config: From now (always)
Name: ActionRule1

  1. tag is not an adminstrative action and will not trigger adminstrative alert but it will trigger a service alert or modfication alert

  2. Alert rule is defined on Administrative action at RG1.
    So if any administrative active happens at RG1 , Alert is going to be fired.
    So in this case start of both VM1 and VM2 are considered Administrative actions,
    and that will fire the alert.

    Action rule plays a different roles, it defines what action needs to be taken when the alert fires , like allow the alert to continue and do more action on it or suppress the alert.

    You can actually see the suppressed alert in the list of Alerts. Another indication that Alerts do happen, but then they are suppressed as no action to be taken on then.

    so answer is YES , YES, NO
