How does the router forward the packet with the next-hop being unreachable?

With PBR and set ip next-hop configured on an incoming interface, how does the router forward the packet with the next-hop being unreachable?
A. The next hop is added to the route table and the packet is policy routed
B. The packet is forwarded using the normal routing table
C. The packet is dropped
D. The packet is policy routed

  1. Probably wrong answer, correct is “packet will be dropped” (C). The reason is, that if outgoing interface is up, router doesn’t know and try ARP unsuccessfully. If the outgoing interface is down, than packet is normally routed if route is in the routing table.

    1. If the router knows the next hop is unreachable then it will use the normal routing table. If the router doesn’t know the next hop is unreachable then then the packet may be lost/blackholed but the router will not drop the packet.
