Hmm, according to this https://www.cisco.com/c/en/us/td/docs/ios-xml/ios/iproute_eigrp/configuration/xe-3s/ire-xe-3s-book/ire-en-rou-tags.html#GUID-2358C960-AC0B-4D5E-A5E4-6149CB4B7B45, the ‘route-tag list’ command does not actually assign a tag value for a route that gets transmitted with the route (the way a route map can), it more like creates a special ACL-like structure that can be used to match routes in a route map on the same router where the tag list is created. Sure hope this question is better phrased on the exam, although I do not think that is always the case.
