  1. A is correct. 9 is for end users. 9 is not sent to PSTN from the gateway. PSTN would not know how to route 91xxxxxxxxx

  2. Why don’t you use a 9? It says you use 9 for pstn access and 1 for long distance. Don’t you need 91?
