The idea here is that only Office apps allows the selection (and if the label is configured for protection, encryption) of AIP labels.
The OS of the system where the AIP client app is installed can also apply labels, but this is not one of the options. MCAS and SharePoint itself can also apply AIP labels to content if configured to do so. Usually 3rd party apps cannot apply AIP labels, although one can make a 3rd party app AIP-aware by using the SDK.
That would be any Office 365 app. On the desktop, on the web or in the mobile apps.
