I think since Override checkbox on the 2nd screenshot is not checked, WLC will not work as DHCP.

Also I do not see why switch cannot be a DHCP.
So my guess is AE.
In the question why there are 2 DHCP pool> edit pages and in the first one the DHCP in enabled and in the second on it is disabled?
