  1. The answer B is correct but D is also correct. Because IPv6 Unique local address are use FC00::/7.
    In binary it is translated to 11111100. And 11111101. FD00::/7 is also Unique Link local address

  2. Which means that the IPv6 Unique Local addresses begins with 7 bits (indicated by /7) has an exact binary pattern as 1111 1100. B is the correct answer.
