So another poorly written cisco question. B is what they are after (given previous exam editions) in that RH0 allows the sender to specify the path of the packet. Yes there are implicit denys on ipv6 filters but the filter is also only applied inbound so technically outbound packets would be allowed, so while not perfect B is still correct.
