I think this should be “3”. You can configure up to 3 controllers in the nonvolatile memory of an AP (primary, secondary and tertiary). If your WLCs are setup as HA SSO, you only need to configure 1, as in this case the failover happens on the controller level and thus the AP does not need to be away of the extra WLC.
