As Asmarky mentioned that the PO has other roles/and responsibilitie’s, it’s the SCRUM TEAM who actually create and reflect on creating an increment. the retrospective is perfect oppurinity for this, but it should not turn into a gate, for approval of stakeholders. therefore A is correct.
