Development Team Size
The ideal size for a development team is between 3 and 9 people, not including the scrum master and product owner. Any smaller and the team couldn’t accomplish enough each sprint. Any larger and communication becomes complex and cumbersome.

I agree with Gordan but out of the options provided I would select D. Others are even worse lul.
Why 3 to 9?
If a Development Team has 9 persons, then together with 1 Product Owner and 1 Scrum Master, Scrum Team counts 11 persons.
In Scrum Guide is clearly stated: …”The Scrum Team is small enough to remain nimble and large enough to complete significant work within a Sprint, typically 10 or fewer people.”
Therefore, in such clear configuration Scrum Team must have Development Team consisting of maximally 8 persons.
It means none of the above questions is right.
It could happen that a team has special configuration, where Product Owner and/or Scrum Master are also developers, but here we do not talk about “recommended size” for a development team.
Scrum Master or Product Owner can also be part-time Developer
