Albeit C is “formally” dealing with the caracteristic “self organized” must have DEV team, I think A is totally the best answer.
Seriously? Dividing by themself will give us cross-functional teams? If they work in functional teams when we allow choosing by themself what is the chance that all teams will be cross-functional? If they won’t what’s the point?
I was surprised by C being the answer as well.
The Teams should be self organized that’s why it’s C. In theory it should work like that even though the reality often is different.
