“Capture dat(a)” is vague… it could mean any data from RF through to application traffic.
This is a really badly worded question.
For the exam, when you hear “survey tool” think: Active or Passive survey at Layer 2 (802.11 frames)
You find RF noise and interference at Layer 1, with a SPECTRUM ANALYSER.
