There are two parts to a Sprint Planning Ceremony. The What: defines the goal; what will be accomplished during the spring. The How: defines the stories from the product backlog and decomposes them into tasks for the spring backlog. The development team selects the stories that will allow them to accomplish the sprint goal.
Actually there are 3 parts. the why, the what and the how.
why – sprint goal
what – selected product backlog items
how – plan for executing
all 3 make up the sprint backlog
but yh this is done during sprint planning

Although, the Sprint Goal is not defined as an artifact within the Scrum Guide it is an integral part of the Scrum framework. It provides an overarching objective for the Scrum Team which helps them to focus “WHY” is the team invested in the Sprint.
