RADIUS is the answer here. The key is the ISE version. TACACS+ is not supported in Cisco ISE until version 2.0. Prior to that you can configure admin access over RADIUS with version 1.x

You’ve linked the ISE 2.3 guide when the question is for ISE 1.x, which is the point. TACACS wasn’t introduced until 2.0 and the question is designed to make sure you know that. RADIUS is the answer.
