  1. B seems to be a more accurate answer here. DHCP scope set to small will limit the distribution of addresses (and the address space may already be exhausted). The BIOS DHCP File Name is a PXE (/iPXE) option to set directing the host to the correct file to download from the TFTP server to enable booting. If the host cannot obtain a DHCP lease from the scope, it wouldn’t be able to communicate with the TFTP server.
