The correct answer is B I believe as:
Media resources within MRG are used in round robin fashion, MRGs within MRGLs are used in top-down fashion.
So for Conf 1 HW_CFB_1 will be selected (MRGL_CFB => MRG_HW -CFB => HW_CFB_1)
For Conf 2 HW_CFB_2 will be selected (MRGL_CFB => MRG_HW -CFB => HW_CFB_2)
Conf 3 will use HW_CFB_1 and Conf 4 will use HW_CFB_2. Conf 5 will use SW_CFB_1 …
I agree

Each conference bridge can host several simultaneous, multiparty conferences
So I agree with Tony. C is the answer.
I am thinking C. to my reasoning, HW_Conf_1 will accept 2 conference calls so Conf 1 & Conf 2 would use it. Conf 3 and Conf 4 would use HW_Conf_2 and so on. Or am I completely misunderstanding the scenario?
at first I also though that way. but suddenly realized B is correct. Conf1 used C, then comes Conf2 which used B. If you go on, Conf3 uses E, and so on..
Should be C. HW_Conf_2 is the second choice?
