Where did you get that “ping to ipv4 is not working” bullshit?
Since ipv4 is working all you got to do is tunnel mode GRE ipv4 and ipv6 will be transfered through ipv4

In order tot allow tunneling of ipv6 over ipv4 the tunnel mode has to be ipv6.
D is incorrect because if you look on the tunnel configuration you can clearly see the tunnel mode is already ip4 and the ping to ipv4 is not working. So to rectify the problem change tunnel mode from ipv4 to ipv6
