But, vm hardware needs to be updated before VMware Tools, which makes D the correct answer.
you can always upgrade vmware tools regardless of the vm hardware version, and in my opinion you should upgrade vmtools first to install new drivers and upgrade vm hardware afterwards so that vm has all the drivers when first booting with new hardware
