  1. I also agree I think the answer is D, as it makes more logical sense. You place a switch in the room (at the wall jack), so that you can run a bunch of cables from that switch to the tables, which like JP said, would keep it in spec since the patch panel-to-jack is fine (in other words, don’t mess with that). That would leave B or D, and D makes better sense.

  2. Answer is D…If the distance from the panel to the jack in the room is OK, why would you put another switch at the panel? Yes, panels are typically coupled with switches already making answer A irrelevant. The question obviously shows concern from the jack out to the room meaning from the jack to the panel is around100 meters or 300ish feet. Extending across a 50 foot room would exceed the specifications but adding a switch at the jack would in essence add another 100 meters from that point. Key sentence “The contractor is CONCERNED that the ROOM will be out of specification if cables are run in each room FROM the wall jacks.”
