I find this a confusingly worded question. First of all, i think they mean the client and the server, not sender and receiver. And yes, both the client and the server generate sequence numbers that represent the amount of data bytes that have been send. If you talk about sender and receiver, this would change at every packet depending who (client or server) sends a packet, as a TCP connection allows for two way data transfer.
