How Call Protocols are Prioritized
Protocol priority depends on Preferred Protocol in Routing setting in Conference Settings page. By default this
option is set to SIP hence the priority goes to SIP over H323.

If you look at the 14-4 admin guide it says H323. If you look at 15-4 it says sip. ffs
