Applying resource lock doesn’t limit the moment of the resources.
Once the lock is applied at the RG level, its inherited for all the resources with in the RG.
Hence everything can be moved from RG1 to RG2 and vice versa.
I also tested and also moved all resources, can someone just explain to me why?
I guess that delete lock prevents only from deleting, not moving.
My question is – Why Read only lock allows you to move something, isn’t it supposed to stop you from doing so as it is read only?

RG1-RG2 = IP1, vnet1 and storage1
RG2-RG1 = IP2, vnet2 and storage2
Correct. The given answer is wrong, I tested it in my environment
it should be :
RG1-RG2 = IP1, vnet1 and storage1
RG2-RG1 = IP2, vnet2 and storage2
