yes, it should be C. the best answer among the questions. A, B and D does not solve the roaming issue from 2.4GHz to 5GHz.
For me, there is a lack of information to affirm that the correct answer would be C, if the question clarifies that the rest of the AP infrastructure supports dual band, I could say that the answer is C.
