I think the answer will be B: Edge node, question says administrator planning to have Multi-Tiered environment, from which its clear that T0 and T1 will be there and for the N-S routing the most important component is Edge node

After reading your reference I agree that it appears that the answer should be C. Tier 0 article states is pre configured and you need to deploy Tier 1 if you want additional functionality for the multi tier implementation.
Need a Service routing (SR) : Edge cluster per tenant on 2.4 .multiple tenant or multi-tier on single edge cluster possible on NSX-T 3.0 with VRF lite.
T0+T1 (multi tier) need a cluster edge for routing north-south .
D is correct answer.

simply because they ask for “routing component “. B&D are transport nodes not routing components
