  1. I believe 3 partitions an timestamp as key are correct. It’s recommended to have 1 consumer per partition. 4 departments, each has own subscription group so they all receive data from all highways. If we partition by highway, then throughout will not be maximized, as some highways may produce more data than the others and thus queue up on specific consumer instances while other will stay idle.
