    it should be A as the desktop is using the reserved IP which is obviously filtered on the software side to only allow certain IPs. she should reallocate the desktop to another IP using DHCP and give the laptop the fixed IP which is allowed for the software.

    I feel it should be “A”

    The old desktop is only used for email.

    The user requires a special network setup (The static IP) to connect to the banking software.

    Since it says specifically that the desktop is only for checking email, my thought is that the new laptop will be used to access the banking software, thus the static IP needs to be removed from the desktop (set it to DHCP, so it can still get a network connection for email) and set the static to the laptop (which sounds like it already is set, which is why the user is having an IP address conflict.)

    If you were only to set the laptop to DHCP, it would get a new unique IP and connect to the network, however it would not meet the special network requirements to use the banking software.
