I disagree, the answer is A. The bottom command is ISSUED ON THE “Dev-3” and shows the neighbor “Dev-1” at 10.1.1.1 with router ID 172.31.1.1 and priority 2. Since DEV-3 has a lower priority of 1 and the highest priority wins. Dev-1 is gonna be elected as the DR.
