I have revised my opinion. The answer should be Developer. As the company is using a basic plan and is looking to request an architectural review of an Azure environment it isn’t looking for a production solution. Its current plan is free and isn’t used in production so Developer would be the least costly appropriate choice here.
You need to choose which fit for the company so that you need and the low cost.
