I think it is saying that the system checks the reverse DNS when you install and change the hosname and IP address

why would installation test reverse DNS lookup
It does, when you install CUCM that is one of the network checks, and if it fails it will tell you reverse DNS is not available and fail the install.
Likewise with Hostname or IP change, it verifies the network, and if the reverse DNS is not correct it wont let you do it.
