I’d probably agree with you. DCA and TPC should really be used as the primary tools for high AP counts. The question is slightly ambiguous, it may mean use DFS channels to provide more channels to avoid CCI.
In my opinion it should be B (RXSOP) and C (TPC) as per definitions:
TPC – Transmit Power Control, sets to power to determine the cells boundary
RXSOP – The higher the RX-SOP level, the less sensitive the radio is and the smaller the receiver cell size will be
