    It says this:

    Just as with CoPP, it is necessary to develop a CPPr policy that is based on a traffic classification methodology.

    This explains the traffic classification.

    This statement shows that ACL’s and Class maps are incorrect for CPPr:

    Access control lists (ACLs) cannot be applied directly to the control plane subinterfaces. Instead, ACLs are used within the MQC policies (that is, class maps) and the service policy is then applied to the individual control plane subinterfaces.

    If you look under the “interactions” section, it shows how CPPr works with CEF and others, while CoPP doesn’t use different functions that CPPr uses. That’s why I think that QoS is the correct answer.
