I created two RL one route list with no route groups configured and route list with one or more route groups configured
both of them are able to be select in the route pattern menu.
but the Route list without any route group actually is no registered

I disagree. I believe it’s BC . A route pattern can be assigned directly to a gateway, provided it’s not assigned to a Route Group. If you have route Groups assigned, which are groups of devices or trunks, you then need at leas one route list, which provides digit manipulation and a Top-down, Circular algorithm to choose which RG to use. This is simply best practice according to the SRND. I have no idea what gibberish bibi is muttering, because the link doesn’t work, and I checked it on my CUCM to verify
A gateway outside a route group is just a GW and cannot have route patterns assigned to it (if you check on CUCM), A wrong!
A route list cannot exist without a route group – C is incorrect therefore!
This qualifies B and D as correct answers!

When a gateway is chosen in the drop-down list box, Cisco Unified Communications Manager uses all the ports in the gateway to route/block this route pattern.
