    CE ist correct

    to Mr. Alex yes it is normal that packets arrive on different paths, but if one way is longer or more congested packet two might arrive bevor packet one

  2. UDP packets can come out-of-order, so B is not correct.

    If TCP packets 123 were sent, packet 2 is dropped (so, packet 1 and 3 are received already) and then resent packet 2 that was dropped, will come out-of-order.
