It is not needed to configure a router-id. But Cisco would like you to/recommends it.

The key phrase is “IPv6 routing.” There is no mention of IPv4 address or loopback address already configured on the router. In this case a Router ID in the form of IPv4 must be manually configured.

EIGRP automatically selects the highest IP address on any active loopback interface as the router ID. If there is no loopback interface then the highest IP address on any active interface is used. You can also overrule this by manually setting the router ID.
