This is incorrect. you can point any resource to your log analytics workspace that’s in the same REGION, not just the same Resource Group.
you can test this by:
Create ResourceGroup1 and add a log analytics workspace
Create ResourceGroup2 and add storage
Under storage Activity Log, select Logs > +Add > Log Analytics Workspace – and you will see that you have access to your workspace even though it’s in another Resource Group.
SO the answer should be VM1 AND VM4, since they’re both in the East US region.
