1. Go to the Exchange Admin Center.
2. Click on ‘permissions’ then ‘user roles’.
3. Click the plus (+) sign to create a new role assignment policy.
4. Give the policy a name such as ‘Admin1 policy’.
5. Tick all the checkboxes except for ‘MyDistributionGroupMembership’. This options allows users to modify their membership in distribution groups so leaving it unticked will prevent that.
6. Click Save to create the policy.
7. Now we need to apply the policy to Admin1. Click recipients, and then click mailboxes.
8. Select the Admin1 mailbox and click the Edit icon (pencil icon).
