We can create the distribution group in the on-premise Active Directory and it will replicate to Azure Active Directory.

    The Mail Flow Settings can be configured to control which users can send email messages to the group. In the Mail Flow Settings tab, double-click on Mail Delivery Restrictions to open the Mail Delivery Restrictions page. On this page, there is an “Accept Messages From..” section.
