“Of the answers given, answer D is the only possible answer” Incorrect, and i believe the given answer is wrong.
The question states that one answer maybe technically valid and asks you to choose the best one.
I believe the correct answer is “A”
Each geographic location should get a site in AD, especially since the scenario states each location is to have DCs as this will directly affect authentication concerns. Washington, Boston and Atlanta are all linked together with fast [and presumably reliable] WAN links – so these 3 sites will be linked under ONE site link, probably the default-first-site link.
Two additional site links are required to connect NY and Sydney.
Five sites and five links would also work but i believe the crux of the question is to realize you only need one link for the fast sites that can be grouped under one link.
