Your company plans to migrate to Azure. The company has several departments. All the Azure resources used by each department will be managed by a department administrator.

Correct answer is A. You create the subscriptions and then, each Admin manage their departments. That way, you reduce “your” administrative effort. Creating multiple resource groups would work too, but implicates more effort.
This is just for this question, it doesn´t mean is the best way to proceed.

Doesn’t multiple resource groups fulfill the need with less administrative work than multiple subscriptions? You would have to move them into a management group, you would have to use different users, different domains. I would think the answer is D
Seems so, this question didn’t mention any cost concerns to warrant a subscription
