    If you restore data that is FRS replicated, or part of SYSVOL on a domain controller which is already replicating with other domain controllers, then when you restore it, the DCs will say “I’ve got a newer version than that”, and overwrite it. Setting the primary arbitrator option says “replicate from this data, it’s what I want to use (even though it’s older)”.
    If you’re restoring all your DCs in a DR situation then you don’t need to use it.
