svcs -Lv network/ssh would show the logs
The first set would be svcs -x however I agree with Jammsito it will rederiect you to the log file
/var/svc/log/network-ssh:default.log
After using svcs -x you can verify the path of the log. The log of the network/ssh should give you a better approuch about a missing configuration file.
