the answer is C, the question says “minimizing other permissions..” device administrator has read-only , device operator doesn’t have that option, and farm administrator is too much privilege.

C is correct, because they want to change Vdisk, and device administrator provide read only for properties.
B is not correct since read only
These tasks include viewing vDisk properties (read-only) and assigning or removing vDisks from a device.
Device Administrator: Device administrators perform all device-collection management tasks on collections to which they have privileges. These tasks include viewing vDisk properties (read-only) and assigning or removing vDisks from a device. They also include booting or shutting down target devices, editing device properties, and sending messages to target devices within a device collection to which they have privileges.
It seems a “Site Administrator” has vDisk permissions, correct? So “C” would be the correct response, yes? While Farm Admin (D) definitely has permissions to all vDisks, we’re looking for most restrictive permissions, which would be Site Admin or C. Let me know your thoughts!
Answer B is correct.

The link you provided proves B is NOT correct:
Device Administrator: These tasks include viewing “vDisk properties (read-only)” and assigning or removing vDisks from a device. They also include booting or shutting down target devices, editing device properties, and sending messages to target devices within a device collection to which they have privileges.
