here is how they interpret the concepts and i dont see any fucking differences.

url filtering: “Allow, block or limit web site access based on user, group and machine-id for a single URL or an entire URL Category. ”
typically url filtering does the allow & block part. if we talk about limit website access, i am afraid that is referring to partial website access which is application control.
