How do you configure the Security Policy to provide uses access to the Captive Portal through an external (Internet) interface?

There is no “Change the gateway settings”, the only option you see is “Identity Awareness settings under Gateway cluster properties”, therefore in this case C is the best answer so far.
When you enable Identity awareness blade first time through wizards, the system selects the external
interface of the gateway by default.
A is not the exact, but the best answer. To be exact it is configured in the Gateway setings -> Identity Awareness->Browser-Based Auth->Access Settings->Accessibility
