I don’t know why people comment just to troll. correct answer is D and is direct reference to the line state = TEI assigned framing is not correct.
Technically could be B or D but D is more likely as clock slips would cause poor quality but not have Layer 2 down. D seems to be the ‘most correct’. Good old tricky questions from Cisco.
