The guest interaction proxy deploys the non-persistent runtime components or persistent agent components only in Microsoft Windows VMs. In VMs with another guest OS, the non-persistent runtime components or persistent agent components are deployed by the backup server.

I also saw the question and remember the difference was that the VM protected was a Linux server, which was probably why the Windows proxy couldn’t be used.
exactly, Rasmus was talking about a Linux VM, where always the VBR server :

this is a Windows VM, where the GIP role can be assigned to the windows proxy that already exists.
